Eco-Residence Program Service Agreement

1. Definitions and Product Description
The Eco-Residence Program refers to services provided by the operator related to Palau eco-residence, including application assistance, education certification, benefit coordination, and itinerary arrangements. This program does not constitute immigration, naturalization, or a substitute for any national travel document. The "Palau Blue Card" obtained by participants is a residency identity credential within the program; specific benefits are subject to final approval by the Palau government and affiliated institutions.
2. Benefits Included (3-Year Standard Program)
Eco-Residence Tax
Includes 3 years of $1/person/day eco tax, collected by the Eco-Tourism Association and allocated as a special eco fund by the Palau Ministry of Finance for marine ecology protection, supporting local ocean conservation professionals and organizations such as the Shark Conservation Society and Coral Conservation Society.
Round-Trip Flights
Hong Kong/Macau to Palau flight package, includes 3 round-trip tickets — usable as one group of 3, split across 3 years, or transferred to others. Valid for 3 years.
Address Service
Includes 3-year local valid correspondence address service provided by local residents, usable as a proof of address for bank account opening and other financial services.
Document Review & Legal Compliance
Permanent residence document verification and related legal service fees.
3. Participant Obligations
Recognize Palau's environmental values and comply with local eco-regulations; complete eco-education certification (including mandatory eco-education upon arrival); participate in three scheduled visit trips. Flight usage rules are subject to the operator or airline regulations.
4. Rights Description
Subject to final approval by the Palau government and affiliated institutions, participants may enjoy: Palau Blue Card residency identity (with coral adoption information); quasi-citizen related benefits (such as Palau bank account, US brokerage account privileges, tax benefits, etc.); exclusive coral adoption and annual renewal; join the international eco-residence community. If the Palau government does not approve or policy changes prevent some benefits from being fulfilled, the Refunds & Force Majeure clause applies.
5. Refunds & Force Majeure
- •Not Approved:From the date on which the applicant's materials have passed review and been submitted to the relevant Palau government authorities, if within 6 months the Palau government explicitly rejects the application such that the Palau eco permanent residence procedures are not obtained, such outcome is deemed "Not Approved"; refund of the remaining balance after deducting incurred costs (not exceeding 20% of total fees).
- •Participant Cancellation:"First Visit Date" means the calendar date on which the participant first enters Palau under this program and begins the scheduled itinerary, as shown by entry/exit records; if none exists yet, the first calendar day of that trip as confirmed in writing by the operator and the participant. Participant cancellation: if cancellation is notified more than 90 full calendar days before the First Visit Date, 70% is refunded; if notified on or within the 90 calendar days before the First Visit Date (including the 90th such day and the First Visit Date), 50% is refunded; non-recoverable costs are deducted from the refund.
- •Force Majeure:Both parties negotiate postponement or proportional refund; if no agreement, governed by the laws of the operator's registered location.
The complete agreement (including English version) is available in the project documentation. Prior to formal signing, it must be reviewed by legal counsel and include specific entity names and dispute resolution institutions.
